◆Political activities

A months-long investigation by Al Jazeera found that military-related goods from at least 51 countries and self-governing territories continued to enter Israel even after the International Court of Justice (ICJ) ruled there was a plausible risk of genocide in Gaza.
Based on Israeli Tax Authority import data from 2022 to 2025, alongside customs records and other documentation, the findings trace global supply chains spanning Europe, Asia, North America, and South America. All of the countries identified are signatories to the Genocide Convention.
In some cases, these exports came from states that had announced arms embargoes or partial suspensions on military trade with Israel. The data shows that shipments increased after the ICJ ruling, with munitions forming a major share.
Among the leading suppliers were the United States, India, Romania, Taiwan, and the Czech Republic, all of which recorded increased deliveries during the genocidal war on the Gaza Strip.

A Human Rights Center in the Gaza Strip warned that Israel is pushing an escalating pattern of systematic destruction and forced displacement across the central Gaza Strip, amid continued Israeli attacks.
The Center documented, between May 20 and 22, 2026, the destruction of entire residential blocks in the Nuseirat, Bureij, and Maghazi refugee camps in at least 12 attacks by Israeli forces, following bombing threats.
The center warned of an Israeli plan to eliminate what remains of a livable residential environment in the Gaza Strip.
It also stated that shrinking areas available for civilian residence, estimated at roughly 35% of the territory, suggest a broader policy to facilitate forced displacement on a wider scale.

#Oxfam craint qu’Israël ne reproduise au Liban le schéma déjà utilisé tout au long de son #Génocide à Gaza : cibler et démanteler les infrastructures hydrauliques essentielles à la survie des populations civiles.

Selon une analyse d’ #Oxfam, les forces israéliennes détruisent actuellement des infrastructures d’ #eau et d’ #assainissement, y compris dans des zones où des installations étaient en cours de réhabilitation après avoir été endommagées lors de la précédente guerre.

Les #ConventionsdeGenève interdisent d’attaquer les installations d’eau et les biens indispensables à la survie de la population civile. Le recours à la privation d’eau comme méthode de guerre est proscrit. Toute privation intentionnelle d’eau ou entrave à l’acheminement de l’aide peut constituer un crime de guerre.

En seulement quatre jours, durant les premières semaines de la nouvelle escalade, Israël a endommagé au moins huit sources d’eau essentielles - réservoirs, réseaux de canalisations, stations de pompage -alimentant plus de 7 000 personnes dans la région de la Békaa.

Dans le sud du Liban, où des centaines de milliers de personnes ont été forcées de fuir après les ordres massifs de déplacement imposés par Israël, Oxfam et ses partenaires mènent des travaux de réhabilitation sur 19 installations hydrauliques clés fournissant de l’eau potable à jusqu’à 60 000 personnes. Six avaient déjà été endommagées l’an dernier par les bombardements israéliens. Des frappes ont depuis été confirmées dans de nombreuses zones où se situent ces infrastructures.

L’intensité des attaques empêche désormais les équipes d’Oxfam d’accéder en toute sécurité à ces sites pour évaluer si ceux-ci ont de nouveau été détruits ou endommagés, ou pour garantir qu’ils fonctionnent correctement et continuent d’alimenter les civils restés dans les villages. À long terme, l’absence d’accès à une eau propre aura des conséquences catastrophiques pour les communautés lorsqu’elles pourront rentrer chez elles.

Israël applique la même stratégie qu’à Gaza

La destruction d’infrastructures civiles ne se limite pas aux systèmes d’eau. Israël a également visé des #réseaux #électriques et des #ponts, coupant des #servicesvitaux entiers à des villes et villages.

Bachir Ayoub, directeur d’Oxfam au Liban, déclare : « Il est clair que les forces israéliennes reproduisent au Liban le même schéma qu’à Gaza : attaques contre les civils, les infrastructures #essentielles, les services d’ #urgence, dont 12 secouristes tués en une seule frappe, et le personnel humanitaire. Elles cherchent à maximiser la destruction et la peur parmi la population, en méprisant totalement le droit international. »

« L’impunité dont Israël a bénéficié à Gaza, alors même qu’il commettait des crimes de guerre liés à l’eau, se répète aujourd’hui. Le monde a montré qu’Israël peut agir comme il l’entend, sans aucune conséquence. Et une fois encore, ce sont les civils qui paient le prix de cette inaction. »

Lors de l’escalade de 2024, Israël a endommagé plus de 45 réseaux d’eau au Liban, affectant près d’un demi‑million de personnes, augmentant les risques d’épidémies et contribuant à la perte de moyens de subsistance et d’espaces verts. Compte tenu de l’absence continue de mécanismes de responsabilité permettant à Israël de violer sans entrave le droit international dans l’ensemble de la région, Oxfam s’inquiète d’une augmentation rapide de la destruction d’infrastructures civiles déjà en cours.

Malgré l’ampleur des destructions et les preuves croissantes des atrocités commises par Israël à Gaza, Oxfam estime que la communauté internationale reste complice, par son silence ou, dans de nombreux cas, par son soutien à Israël alors que celui-ci continue d’occuper et d’envahir des zones du Liban.
Oxfam appelle à un cessez-le-feu immédiat et inconditionnel

« Il faut un cessez-le-feu immédiat et inconditionnel, et mettre fin à cette guerre », ajoute Ayoub.

« La communauté internationale a laissé faire à Gaza la militarisation de l’eau par Israël et ses conséquences catastrophiques pour les femmes, les hommes et les enfants. Cette dévastation ne doit pas se reproduire au Liban. Israël doit rendre des comptes pour ses violations, cesser d’occuper davantage de territoires, de priver les civils de leurs droits fondamentaux et de bafouer le droit international sans aucune conséquence. »

#Gaza, attaques contre les ONG, crise du droit humanitaire : comment agir quand la neutralité et la protection des secours sont remises en cause.

À l’heure où les conflits se multiplient et se radicalisent, l’action humanitaire se trouve confrontée à une remise en cause profonde de ses principes. À Gaza comme dans d’autres zones de guerre, le #droitinternational #humanitaire, censé protéger les civils et garantir l’accès aux secours, a été fragilisé. Blocus prolongé, destruction d’infrastructures médicales, morts de travailleurs humanitaires : autant d’éléments qui interrogent la possibilité même de porter assistance dans des conflits où les ONG deviennent elles-mêmes des cibles.

Cette situation révèle une transformation du rôle et de la perception de l’humanitaire. L’aide peut être instrumentalisée, contestée ou délégitimée par les acteurs politiques et militaires. La neutralité, principe fondateur des organisations de secours, devient plus difficile à maintenir dans un monde où les lignes entre guerre, information et diplomatie sont brouillées. Le spectacle de la souffrance ne mobilise plus toujours l’opinion publique comme auparavant, alimentant le sentiment d’une crise plus large du droit international et de la solidarité.

Face à ces tensions, les #ONG tentent de préserver leur indépendance et leur capacité d’action, notamment grâce au soutien des donateurs et de la société civile. Mais la question demeure : comment continuer à agir lorsque les règles censées protéger l’action humanitaire s’effritent ? Entre alertes publiques, plaidoyer et présence sur le terrain, l’enjeu est désormais de défendre l’idée même d’une solidarité internationale dans un monde de plus en plus fragmenté.

#Oxfam a publié le 14 mai 2026 une note d’information qui montre comment les tactiques militaires israéliennes utilisées tout au long du #génocide perpétré à #Gaza sont désormais mises en œuvre au #Liban, avec la même impunité.

Depuis octobre 2023, les responsables militaires israéliens ont clairement affiché leur intention d’appliquer le « scénario » de Gaza au Liban : des ordres de déplacement forcé à grande échelle qui ont chassé plus d’un million de personnes de leurs foyers, la destruction de dizaines de villages, des attaques disproportionnées contre les civils et les infrastructures civiles, l’occupation et l’annexion, la destruction de terres agricoles et un mépris flagrant des accords de cessez-le-feu et du droit international humanitaire.

Alors qu’Israël applique au Liban la même stratégie qu’à Gaza :

- Au moins 2 869 civils ont été tués et 8 730 autres, blessés

- 1,3 million de personnes ont été déplacées

- Plus de 100 membres du personnel médical et des services d’urgence ont été tués

- 40 000 habitations ont été détruites ou endommagées

- 64 hôpitaux et dispensaires ont été endommagés ou détruits

- 49 500 hectares de cultures ont été endommagés

- Au moins 50 villages libanais ont été lourdement endommagés ou rasés

Ce dossier compare les actions militaires israéliennes à Gaza et au Liban, ainsi que leur rhétorique. Oxfam prévient que si la communauté internationale ne tire pas les leçons du passé et continue de permettre à Israël d’agir sans conséquences au Liban, comme il l’a fait à Gaza, son inaction alimentera des cycles de violence pour les générations à venir.
