I am studying for an exam about the EU, that would allow me to become a civil servant. It's called the #EPSO, which stands for European Personnel Selection Office.

The correct answer here is:
The European Commission!
Normally the Commission puts forward a legislative proposal, and then it goes to the Parliament, who makes amendments and votes on passing it or not. After that it goes to the Council for a final vote.

However, the Parliament can call on the Commission to make a legislative proposal. An example of this is “the right to disconnect ” which Parliament called for and Commission is now working on.

What I find kind of funny is that this always really triggers the Russian trolls. See, we celebrate the end of WWII on 8th of May, but because of time difference, the Russians celebrate their victory day on 9th May.
