Normally the Commission puts forward a legislative proposal, and then it goes to the Parliament, who makes amendments and votes on passing it or not. After that it goes to the Council for a final vote.

However, the Parliament can call on the Commission to make a legislative proposal. An example of this is “the right to disconnect ” which Parliament called for and Commission is now working on.
