NATO and the EU like to present their relationship as a “unique and essential partnership” for defending our shared values and keeping Europeans safe. But the real strategic question is whether Europe can turn this interdependence into genuine strategic autonomy, rather than settling for a permanent junior role within the Alliance.

European defence is now being stress‑tested in real time, from Ukraine to hybrid threats against our infrastructure and institutions. The outcome will tell us if the EU can move from being mostly a normative power to becoming a full‑spectrum geopolitical actor in its own right.
